Mit Stand zum 1. Januar 2026 hat sich in China ein normatives System herausgebildet, das sich aus nationalen Entwicklungsstrategien, ministeriellen Verordnungen und grundlegenden Gesetzen zusammensetzt und dessen Konturen zunehmend klarer werden.

数字化并不止步于山口 5300米高空的巅峰对话：“世界屋脊”带给我们的数字化启示 一则关于基础设施、差异，以及欧洲问题的旅行观察 来自西藏高原：5300多米上的FaceTime通话 去年12月，我在字面意义上站在了“世界之巅”——身处西藏，海拔超过5300米，距离珠穆朗玛峰不远。在岩石与冰雪之间，发生了一件既让我惊讶又忍俊不禁的事情：我与欧洲的同事进行了一次完全稳定的 FaceTime 视频通话。没有断断续续的声音，没有画面卡顿——就仿佛我正坐在家里的无线网络下。 在一个本该是牦牛比 YouTuber 更常见的环境里，“数字化”这个概念突然被赋予了全新的维度。 这一在技术上令人震撼的经历，并不仅仅是朋友聚会时的一则趣闻。它生动地展示了中国在其国土范围内推进数字基础设施建设的决心——哪怕是在最不可能的地方。事实上，中国工程技术人员不久前已在珠峰大本营（海拔5300米）及更高处启用了多座5G基站。其结果是：即便在喜马拉雅山刺眼的高原天空下，也能进行高清的视频通话。在这里，数字连接毫无“恐高症”。 描述：智慧型手機顯示海拔高度為 5,127.9 公尺，但仍能接收 4G 信號。 几公里之外：尼泊尔的数字现实 从这个高科技的大本营沿直线距离走出几公里，便进入了一个截然不同的世界——尼泊尔。仅仅跨过边境，景象便急转直下：坑洼不平的道路、频繁的停电、脆弱的网络，构成了这里的日常。 当然，尼泊尔在某种程度上也已“数字化”：智能手机相当普及，即便在最偏远的山村，人们也知道 Facebook 和 TikTok。从统计数据看，尼泊尔的移动通信卡数量甚至超过了人口数量（截至2025年，约3900万张 SIM 卡，对应约2960万人口）。但这一初步印象具有很强的迷惑性。SIM 卡数量多，并不意味着互联网真正实现了全面覆盖——截至2025年，仍有近45%的尼泊尔人处于离线状态，尤其集中在农村地区。 尼泊尔的数字世界显得零散且常常带有“临时拼凑”的色彩。互联网往往只能“少量供应”：也许是在附近较大城市里的一个 Wi-Fi 热点，也许是在发电机刚好运转时，手机才能短暂获得一点移动数据。可靠的基础设施？大多仍是稀缺品。联合国儿童基金会（UNICEF）早在2022年就指出，仅有3%的尼泊尔青少年能够同时接触电脑和互联网。试想一下：100名年轻人中，有97人几乎被完全隔绝在全球网络之外。这个数字或许已经有所改善，但它依然清晰地凸显了尼泊尔巨大的数字鸿沟。 与西藏那片 5G 高原“绿洲”相比，差异一目了然——尼泊尔并非缺乏数字化的意愿，而是受限于现实条件。 于是，当我在西藏一侧通过视频通话，看着身后闪耀的雪峰时，几天后在尼泊尔，我却常常徒劳地寻找一个信号——一个强过牦牛的网络信号。两个相邻的地区，仅由一条看不见的边界分隔，但在连接性方面，却仿佛相隔了整个世界。 与 Tenzin Woaber 同行——来自当地视角的数字化观察 而如果没有合适的向导，这样一次行程大概也不过是一个美丽的传说而已。正因如此，我在西藏结识了 Tenzin Woaber——Tenzin Travel & Tours 的总经理兼联合创始人。这是一家位于拉萨、由当地人经营的旅行社，也是当地历史最悠久的机构之一。该公司由他的家族于1997年创立，自那时起便专注于接待前往高原的国际游客——依托本地知识、本地向导，以及对西藏生活方式与现实挑战的深刻理解。 Tenzin 对这片高原的了解并非来自地图或纪录片，而是源于日复一日的实践经验。他带领我们前往那些没有本地经验几乎无法抵达的地方，向我们解释行程流程、各类许可、文化细节——以及旅行中最容易被忽视的部分：日常生活。他的角色，更像是一位冷静而精准的协调者，游走于自然景观、文化与后勤之间。不多一分，也不少一分。 正是这种“理所当然”的从容，令人印象深刻。当我还在为信号盲区、海拔高度和基础设施感到惊讶时，Tenzin 已以一种只有把这一切视为日常的人才拥有的淡定，穿行于这片区域之中。也正因如此，这趟旅程真正“落了地”——无论是在字面意义上，还是在思想层面。 也许，这正是此次旅行中一个更为安静、却深刻的洞见：全球发展常常通过抽象概念来讨论，而在现场，它们却嵌入在具体的人、日常节奏与现实路径之中。如果没有像 Tenzin 这样的向导，许多细节都会保持不可见——无论当时手机信号是满格，还是完全没有。 描述：在高空進行攝影拍攝。 数据、速度与人工智能：中国的领先优势 这次旅行让我清楚地意识到，一些地区的技术领先，并不主要源于单一的创新突破，而是来自整体的制度与环境条件。在西藏乃至整个中国，数据的可获得性是一种理所当然的存在。凡是数字化可行的事情，往往就会被直接实施——几乎没有冗长的讨论，也很少反复权衡。政府机构与企业积极采集数据，并在此基础上构建服务体系。这种做法带来了速度，而速度又创造了可能性——尤其是在人工智能（AI）领域。 关键因素在于：数据是人工智能的燃料。而中国拥有极其充足的这种燃料。欧盟委员会曾指出，中国对大数据的广泛获取为其在人工智能领域带来了巨大优势——在一份报告中，这被形容为“AI 发展的燃烧物”。具体而言，这意味着什么？ […]
